This post was prompted by information submitted by a third party who wants to be named – ‘Modest Means‘.  The content has been paraphrased from a Sunshine Coast Daily story published in July 2011 – linked here.

‘Modest Mean’s’ take on the story is reproduced below:

Under the law, Peter Slipper may well be entitled to the presumption of innocence. But it’s a miracle he got the Speaker’s job in the first place, given the rows surrounding his expenses.

But of course we all know why he got the job in the first place.

Whether he’s rorted the system or not, Slippery Pete sure knows how to spend our money, racking up more than $1.8 million since 2007 in travel and office expenses, which we taxpayers have been asked to reimburse.

In 2009 and again in 2010, Slipper claimed more than $700,000 in expenses a year, at the rate of almost $2,000 a day. Yes, that’s $2,000 a day.

This included regular $300 taxi trips from Brisbane Airport to his home on the Sunshine Coast; a $15,800 study trip to Argentina; and annual vehicle expenses of more than $40,000.

In just two months in 2011, Slipper racked up $4595.40 in overseas calls from his mobile phone. Hasn’t the man ever heard of Skype?

Locals in his constituency of Fisher became so outraged by his spending sprees that almost 3000 of them signed a petition last year demanding a full audit of his expenses over the last 10 years. The Finance Department in Canberra then audited his 2009 claims but not did not publish its findings.

However, it did call in the Australian Federal Police who began investigating allegations of misuse of his fuel card, ¬ possibly by staff, ¬ before Slipper was given the Speaker’s job.

So just what has he been getting in his current position?

As Speaker of the House, Peter Slipper is paid a salary of more than $275,000 a year. That’s nearly twice what an ordinary MP receives. He also gets FREE business-class air travel anywhere in Australia and overseas; provided he is on parliamentary, electorate or official business. He is paid $253 a night for staying in Canberra, and up to $371 a night for staying in other Australian cities. He also gets free car travel anywhere in Australia. This includes a COMCAR plus driver in Canberra; taxis; self-drive hire cars, and a private car for personal and family use (for which he has to contribute $711 a year), plus a fuel card to pay for petrol.

And what will he get if he goes?

If Peter Slipper resigns as an MP or is voted out at the next election he will get almost $114,000 a year (inflation proofed) for the rest of his life.

That includes the extra $3800 in pension he has racked up for his five months in the Speaker’s job. This is obscene.

If this makes you as mad as it did me, send it to every taxpayer you know who will be voting at the next election.
Greed and corruption are rampant in the land and we have to do something to stop it.

Research on our Federal Parliamentary remuneration has been ongoing by this site for the past two odd years – ever since the House proposed an overhaul of remunerations that led to base salary increases from $131,170 p/a to $190,550 p/a.

The increase was supposedly to be offset by the yielding of certain Members and Senators  expense entitlements like overseas travel and the like.    The almost 70% increases in ‘base salary’ highlighted above happened in the period after Gillard replaced Rudd from Aug 2010 – Oct 2011 with additional increases approved early in 2012 and to take effect from June 2012.

The base salary is used to determine all MP and Senator, State, and Authority remunerations from the PM down to a backbencher, to State MP’s, Judges, Public servants appointments and the like.

For, example, the PM receives 160% of the base salary in addition to the base salary – i.e. her salary is [($190,550 * 160%) + $190,550 = $495,430)].  The PM and other MP’s and Senators are also entitled to an Annual Allowance of $32,000 if the Electorate is less than 2000 square kilometers, and rises for larger electorates.   There is also a base travel allowance of $19,500 if no vehicle is used, and/or additional travel allowances if a vehicle is used etc …

This goes all the way down the line and can be summarised by saying, that of the 150 Federal Members, and the 80 Federal Senators, the cost of salaries, allowances, travel, office, staff, and other approved expense allowances as itemised below, currently cost the Australian taxpayer some $350 million a year – [this number remains unverified but will be when the Guru post are published.]

This does not include unfunded and/or funded superannuation schemes.

The cost to taxpayers for the 150 Members and 80 Senators, that averages out at around $1.5 million per elected Member/Senator.

At the time this research undertaking commenced in early 2011, and in the month, and year that followed, the story became so big and challenging that to pin down a focus was difficult.  The changing scale of the ‘base salary’ was never ending and then a decision was made to let it lapse.   The research has again been resurrected and is being pursued as a priority and will be the focus in coming days and weeks until completed.

Some of the issues that had been looked into included:

  1. Known cases of abuse and rorting of expense claims,
  2. The Parliamentary Superannuation Schemes minefield,
  3. A costing verses productivity assessment,
  4. Historical comparisons,
  5. Members and Senators  interest’s register’s and their value,
  6. Ministerial and MP electoral and Parliamentary offices expenses,
  7. Staffing allowances,
  8. Travel and accommodation allowances,
  9. Gold Pass considerations,
  10. House and Senate Committee structures and remunerations,
  11. House and Senate leadership remunerations,
  12. and a host of additional approved allowances.

‘Modest Means” has given a reason to revisit the research material and publish some of the findings.  In coming days EYE-BALL Guru will begin posting on a story Titled –

    Thank you for writing something worth talking about beside this doping in sport rort.

    When Bob Carr was NSW Premier he was considered the master at distracting the press cycle. That is what this ACC and ASADA story is all about.

    Yesterday it was said that John McDonald received secret commissions, as mines minister under former ALP government. Instant gaol time. The Federal ALP has been consistently embarrassed by corruption since the PM announced Sept 14 to be her nominated Federal election date.

    They needed something to distract. In the light of Flo Jo and Lance Armstrong and influencing professional soccer, Jason Clare and Kate Lundy have sufficiently created a distraction between any possibility or thoughts through Australian Crime Commission and Australian Sports and Drugs Authority. Name one name. Name one Coach. Name one football player manager.

    I heard only one hour ago that cows who had been given fertility hormones, where allowing their own calves their milk. As this cycle of fertility hormones is a known growth hormone any club sponsored by a milk company is right in the thick of things. That is Canberra Raiders and Penrith Panthers. Don’t forget the minor sponsors. A coach or conditioner at Manly and saints include milk in their daily dietary requirements. Well how about players who might have taken milk unknowingly. Yeah!

    Anyone having ingested milk today please put your hand up. We will go easy on you if you come clean immediately.

    It was pointed out at the Sydney Paralympics that drug testing of those on medications is nigh on impossible.

    How about Watermelon. Yeah it is a diuretic. Anyone have consumed watermelon in the last 7 days own up, we will catch you!

    So right Parable …

    Been thinking about this story since it hit the headlines – something just smelt funny – all of a sudden the political coverage and Labour’s week from hell was taken off the media screens … it all came to a screeching halt – me smells a rat – perhaps a conspiracy.

    If it is – how low is the PM and her desperate team to have gone this route to distract and trash all Australian sports persons with a ‘drug’ scandal in the process … nothing will come of this as the betting and that will prove once and for all that the nut-jobs are running the Nation …

    She has now been able to get Pope Benedict XVI to resign to get corruption off the front pages of the tabloids.

    Seriously, as all the scuttlebutt regarding the substance of ACC and ASADA slowly leaks out, it is all a very sad day. Australian Sport is further tarnished forever. Every long suffering British sportsperson will tell this story to their grandchildren for ages to come. The death of the Australia Sport. From Les Darcy, to Phar Lap and Bradman, to a list far TOO LONG, to Peptides. All based on smear and innuendo, and a starving media, who have no shame!

    Shame! Shame! Shame!
