The first term ALP Member for the seat of Fraser [ACT] as academic credentials that might make him the smartest MP sitting on the Labour benches – but his comments today about the possibility of the Government still retaining a budget surplus make him another dumbass motherfu_ker seeking to advance himself politically.

Delivering a budget surplus is certainly possible, a federal Labor MP says.

Soaring iron ore prices have raised the possibility of a return to the black in 2012/13, a prospect regarded as unlikely by Treasurer Wayne Swan in December.

Forecasters from Deutsche Bank expect the price to be almost double the September mark within weeks.

Labor backbencher Andrew Leigh, a former economist, says lower commodity prices and an unusually high Australian dollar has knocked $20 billion off the government’s projected revenues in the past year.

But achieving a surplus was “certainly possible”.

“The treasurer last year didn’t rule out a surplus, just said that one was looking unlikely given what’s happened to revenues,” he told Sky News on Monday.

Dr Leigh said if the Gillard government enjoyed the same tax-to-GDP ratio as the Howard government it would easily be achieving a surplus this year.

Opposition frontbencher Mitch Fifield said it was “complete garbage” to say revenue write-downs were the sole reason for the continuing deficit.

“They’re big spenders, they’re big taxers, they’re not living within their means,” he said.

Finance Minister Penny Wong said economists from across the spectrum had roundly agreed the government made the right call in not pursuing more spending cuts to achieve a surplus.

“But unsurprisingly, the government has been subjected to some criticism for this decision,” she wrote on The Drum website.

Adding to the government’s revenue problems is the lack of mining tax receipts.

Mining giants BHP Billiton, Rio Tinto and Xstrata reportedly won’t make any second quarter payments under the minerals resource rent, which the government forecast to raise $2 billion in 2012/13.

The tax failed to raise any revenue in its first quarter of operation.

Dr Leigh said it was “the very nature of the beast” that revenues from a profits-based tax would be volatile.

Senator Fifield said the coalition would still abolish the tax should it win government.

“Even though so far it looks as though the mining companies haven’t had to pay significant amounts of tax … there still has been the damage to the economy on the issue of sovereign risk.”

As usual – this idiot is a career academic with no practical experience in the private sector … a ALP hack since 1991 he honed his ALP spurs doing think tank stuff and serving in advisory roles to Government Departments … just another boofhead joining the fold with no decision-making experience other than how to fill out a Government Grant application.

Dr Leigh is quoted as saying above –

Typical economist – work the numbers until you can get a positive spin …

The GDP relationship with tax revenues is a distortion … this Government having sank some $300 billion into the economy over the last 5 years has created a distorted GDP growth number … expecting a tax collect from debt creation has a different set of rules to those governing commerce tax collects.   Dr Leigh knows this but still hopped on his soapbox to try and make a case that revenues generated from GDP growth do not match the percentages Howard was able to achieve … big deal … we can have that debate if you want but who is going to ask this boofhead what his point is?

This statement above may fool everyone else in the ALP Party room … and most economists who have some respect for this boofhead … but the reality is that revenues are down because Government is propping up the economy and does not want to see it go backwards for its own political agenda.

Where do they get these idiots … as for his academic credentials … if this is the best he has to offer they’re not worth a pinch of poop in the real world … which gives reason as to why do you think he decided to join the MP ranks with its big super perks, and all the other trappings.

Now sit back and see who amongst the media will do a number on this idiot’s comment … much too respect … no they are all just too dumb to do their homework and figure it out for themselves.

    Peter Van Onsolen has rated this guy the brightest economic bunny in the Labor Govt. He publicly, on Sky TV, said he was not only smarter than Swan but should be the Treasurer.
    Now pretty boy Pete is known to indulge in arse licking( ‘I believe you are innocent PM) so it maybe that he licked another one when he made the statement about Doctor Leigh. It’s hard to judge what the young ones are up to these days.

    Smarter than Swan, thats like saying my shitzu is smarter than my poodle. Neither I might add are very good with numbers, but they both understand where their food comes from!

    This said my Shitzu is a bit of a strumpet and the Poodle could make a smart speaker….but I am not sure how he will sign his cabcharge dockets. My apologies to Barry but I think being a strumpet is better than being a whore. After all it is Canberra and we all expect a “touch of class”, right Mr Thomson?

    PS What did Rudd do w..wro…..ong other than allowing himself to be hijacked. Barry, if Gillard is a strumpet, what is Rudd? and if Abbot is an arsehole, what is the deputy leader of the opposition?
    Now that we have the quality sorted out, what about the width?……. I know…. its time for Joe Hockey. Come on down Joe, the price is right! The time? who gives a rats!

    You are the one who said Shakespeare attributed the word strumpet to a whore. (which is right) so how can a strumpet be better than a whore if a strumpet is a whore? Obviously you have frequented the abode that is known as “A Touch of Class”. I David, preferred the strumpets at “January’s” of Northbridge Perth. Either way I would not use the services of the current strumpet in “The Lodge”.
    Rudd is a bureaucrat, but he maybe a strumpet as well. All I know is Bill Ludwig hates him with a passion and used him to gain Govt. It is old Bill who runs the show and he installed the Strumpet because he has the “wood” on her and can therefore control her.
    Oh, by the way, it was Van Insolent who said Leigh was smarter than Swan.
    Life is wonderful.
